By the time Biden takes office, puts policies into place and gives them time to take effect, it will be March/April, and things will be naturally slowing down due to herd immunity of high risk retards. Really we just need a bridge until widespread vaccine use gets things back to normal. Fauci is saying July at latest until vaccine is widely available to the general public. Not sure it will really matter that much who is charge. Damage and mitigation has already been done.
