My guess is that this is a baby step towards future orders where Trump (through the FCC) instructs the networks on what they're allowed to show.

The networks may have a First Amendment case but they're all terrified of inviting punitive measures on themselves if they're seen to oppose Trump...so hope you like Army-Navy.
