Fusion experiments are cobbled together out of old parts. Nobody cares where you are using a hideously inefficient third generation neutral beam injector in an experiment to figure out the best way to confine plasma. Unless you want each experiment built from scratch using top rated technology for every component, 90% of the time Q plasma is what is relevant. Then you can look at the state of the art in particle beams, lasers and cyclotrons to work out what that translates to in a hypothetical power plant.

If you rebuilt an exact replica of jet using modern beams, modern cooling systems, superconducting magnets - you could get the q_plasma of .67 and have a very different q_total. Say 0.1. Thats why q_plasma is used.
