Trying to use reins to whip a person on the ground is a great way to be thrown by your horse. How you move the reins determines how the horse moves. Horses are used for crowd control in Washington DC all the time. When I was there in the 90s they were using horses after the 4th of July fireworks on the mall to help maintain flow of people into the subway area. Worked great for me as most were afraid of the horses and gave a wide berth so I had an easy path to the front.
