Preliminary investigation can be initiated, but these are almost always closed, by custom/habit. The Swedish police is also extremely sensitive to criticism.

The south carolina jury that tried refused to convict and there was a hung jury. He was in prison for nine months while waiting trial and finally was given bail with house arrest. There was a hung jury (one person) and a 2nd trial was scheduled. In that time federal charges were filed and he was convicted. The 2nd trial was dropped because of the federal charges. Your claim that he had to be charged in federal court are false. There was going to be another trial. And even in this short amount of time things have changed quite a bit. The police union may go to bat for him on a lesser charge but they aren't going to go all in like they have in the past.
