Meanwhile the CPD is operating under a federal consent decree that effectively hamstrings their ability to patrol the streets and arrest suspects. I'm honestly kind of shocked that Chicago hasn't gone the way of Detroit yet. The city's been slowly bleeding population but the masses aren't fleeing in droves.
