What point are you trying to make here?

That the future president need not speak fluent English?

That the United States is a failed nation that's unable to produce literate or articulate individuals?

Or that it's discriminatory to arrest people with inconsistent paper work who can't directly answer questions because they don't speak English?

You don't need paperwork to be a passenger in a car. You don't need paperwork to cross state borders.

You can't be arrested without cause. The police had no evidence that this individual had committed a crime and they arrested him anyway because in the MAGA white nationalist States of America being or seeming Hispanic is a crime in itself.

If you can’t or won’t identify yourself when the police ask you to do it, you can be arrested. See the other thread where a guy who was laying on his back and watching the sky got arrested because of that. In USA, the police has the freedom to do it.
