The manpad (if real, for it does have meme qualities the images) is just to muck with Ukrainian interception tactics. It becomes harder if Ukraine has to assume manpads. Perhaps would would not have lost those two conflicts if you had (overthrowing Saddam was just the beginning of that long, losing conflict for you).

Air defences are not survivable near the front line.
