If there are two things Russia has enough of, it would be oil and foreign currency inflows. What you are actually looking at is corruption. Ukraine creating non-frontline jobs to keep select individuals away from the actual fighting. There are quite a few jobs like that. Why else would Ukraine have trouble with having a few hundred thousand troops on the frontline?
