It IS all Europeans. Europe is deeply antisemitic even now. Spain and france and the UK are so bad that no jew should live there and probably don't want to even visit. Eastern Europe is currently a bit better but historically not.

Pillz does have a point that plopping the Jews in the middle east might be even worse in some ways but the muslims are terrible fighters so that's a benefit. And the more modern secular Muslim nations like the UAE are certainly safer now than the axis of EU antisemites... spainukfrance. The safest locations for Jews are the US, most Hispanic and Asian nations.
