That would be against UNCLOS that at least Canada has signed. But there are service fees as everyone considers the arctic passages to be internal waters along the same lines Iran is arguing. So yay! Service fees. Not tariffs, silly. We are calling it something different, so it is different.

Sure, leadership in Iran died, but I think the people who stepped up in their place are not completely unhappy about that. They did get to step up after all.
