That would be against UNCLOS that at least Canada has signed. But there are service fees as everyone considers the arctic passages to be internal waters along the same lines Iran is arguing. So yay! Service fees. Not tariffs, silly. We are calling it something different, so it is different.

All you fuckers saying JCPOA was terrible, what the fuck do you call facilitating a $300m fund, removing sanctions, normalising diplomatic relations, military drawdown from the US's regional bases and permitting them to charge for straits transit; all in exchange for Iran merely committing to its existing obligations under the NPT. There's not even an obligation to reimplement the enhanced safeguards. Oh yeah NaMBLA - the US really kicked arse. I'm so glad it's Trump not Harris in the oval office.
